FD un Essentialising Whiteness ty o The Burnage Report Un ive rsi The Burnage Report was commissioned by Manchester City Council into the circumstances surrounding the death of 13-year-old Ahmed Iqbal Ullah in 1986. Ahmed, a British Asian pupil, was murdered by a white youth in the playground of Burnage High School. The Burnage Report received extensive media coverage on its publication and made a controversial attack on the anti-racist policies in place at the school. In particular, the report criticised the school’s policies because they characterised all white pupils, by virtue of being white, as prejudiced against ethnic minorities.

Based on their compilation of recent research around mental-health-service delivery, Malek and Joughin (2004: 20) recommend that ‘training in cultural competence is incorporated into the personal development plans of clinicians and administrative staff ’, and furthermore that ‘professional bodies develop explicit frameworks for providing and evaluating cultural competence’. A review by the Race Equality Unit of research studies on social-care delivery to ethnic minorities revealed that carers found that ‘service provision continues to remain ethnocentric, geared to meeting the needs of the white majority community’ (Butt & Mirza, 1996: 114).

Bonnett (2000: 128) criticises this approach to antiracism on the grounds that ‘whiteness is defined as referring to a racial group characterised by its moral failings’.
