Where the economic development of the town was sufficiently advanced to result in some degree of social differentiation, these people were apportioned among three legal categories (stat'i). The poorest individuals, hawkers of wares and manual laborers, made up the third and largest category, each posad deciding how to fill the other two. The most enterprising merchants with far-flung interests were registered in a nationwide corporation, called the gostinnaia sotnia, of about eighty families at the end of the seventeenth century.

At first elected for 2 years, their terms were extended to 3 years by the Organic Law of November 1775 and were renewable. This law also created the post of gubernia marshal but gave it no superior standing: all marshals were placed, merely for purposes of identification in such a rankconscious society, in grade seven, the equivalent of a lieutenant colonel in the army. It was not until 1818 that gubernia marshals were raised to grade five. Governors, as a rule, were majors general. The assembly chose two candidates for gubernia marshal; the governor confirmed one of them in office.
