The number of political offices, of course, pales in comparison with the number of people in our country. This resembles the myth that professional athletics can more than rarely rescue one from poverty. In both cases, the extent to which money and other advantages come into play is ignored, privileges available exclusively to haves. In elections where individuals can make a difference, like voting for members of the local school board, few vote; for the most part, no one even expects it. Political scientists recognize that in a two-party system both candidates, confident of their base of support, usually move closer together on the issues during the campaign,39 often making the vote of less consequence.

All such action is political. Thus we must question the assumption that our political participation is confined to electoral politics. By doing so, we come to see that our conception of politics has been safely packaged by our education, the media, and our political culture. A narrow concept of political action among have-nots is to the benefit of haves, for it is they who appreciate that political participation extends well beyond the voting booth; indeed, it is the kind of politics they practice and is connected to social policy.
